Abstract—Tax planning is a complex and time-consuming activity for individuals and small businesses because taxpayers need
to consider income, deductions, investments, eligibility conditions,
financial objectives, and frequently changing tax regulations.
Existing approaches generally focus on tax calculation or provide
generic financial information, while personalized and explainable
tax planning support remains limited. This paper proposes
TaxWise AI, an intelligent tax planning and recommendation
platform that combines rule-based tax computation with artificial
intelligence-based personalized recommendations. The proposed
system first analyzes taxpayer information, applies applicable tax
rules, evaluates eligibility conditions, and then ranks suitable tax planning strategies according to taxpayer-specific characteristics
and financial objectives. An explainability layer is included to
provide users with understandable reasons behind recommendations. The proposed architecture separates deterministic regulatory processing from AI-assisted recommendation generation to
improve reliability, transparency, and maintainability. The paper presents the system architecture, mathematical formulation,
methodology, implementation framework, experimental design,
and evaluation strategy for the proposed platform. TaxWise AI
aims to provide accessible, personalized, and explainable decision
support for tax-planning activities while keeping the user in
control of the final financial decision.
